Abstract
There is a global movement – open science – focused on rebalancing academia with the aim of delivering contributions to a better world. Open science includes open access (for example open access articles and books), FAIR data & software, public engagement (including for example community engaged learning and stakeholder involvement), open education, and an alternative form of recognition and rewards in academia. DORA (2012), the Leiden Manifesto (2015), COARA (2022) and the Barcelona declaration (2024) represent global initiatives to change academic cultures, structures and systems. The EU, for example, has already adopted multiple open science principles in research assessment linked to research grants. The open science movement has gained a lot of attention in the Netherlands and at Utrecht University the 5-year open science program (2019-2023) has moved into the next phase towards implementation (2024-2026). This open science transformation goes hand in hand with challenges at micro, meso and macro level. At Utrecht University we build on the knowledge and experiences through organizational learning, room for experiments and cooperation with other universities.

Paul Boselie is Professor in Public Administration and Organization Science at Utrecht University, the Netherlands. He is specialized in human resource management (HRM) and organizational change in public sector organizations. His expertise covers performance management, talent management, strategic decision making, organizational change and the HRM of vulnerable workers. His recent focus is on HRM and generative artificial intelligence (AI) apps such as ChatGPT and the strategic implications for organizations and employees. Paul was Head of Department of the Utrecht University School of Governance. From the 1st of September 2023 he is the Chief Open Science at Utrecht University. From 2019 to 2023 he was Chair of the Open Science theme Recognition and Rewards aimed at transforming Academia. Paul has published his work in journals such as Health Care Management Review, Human Resource Management, Human Resource Management Journal, Human Resource Management Review, Human Relations, the International Journal of HRM, Journal of Management, Journal of Management Studies, Personnel Review and Public Management Review. In 2024 two new books of Paul were published: Strategic HRM – A Balanced Approach (3rd edition, McGraw-Hill) together with Beatrice van der Heijden and Talent Management in Higher Education (Emerald, open access) together with Marian Thunnissen. His interview in Nature (25 June 2021) caused a worldwide debate on abandoning the Journal Impact Factor (JIF) for HRM purposes in Academia.
