UHR statement on the Gaza war

The Gaza war evokes strong emotions, also at Norwegian universities and schools. Protests have been organised at several member institutions, and some institutional boards have received demands for an academic boycott of Israel.

Universities Norway (UHR) condemns any violation of international law. We call for a ceasefire and an end to attacks on civilians in Gaza and Israel. 

Norwegian universities and schools uphold freedom of expression and academic freedom. Every member of society has the right to participate in peaceful demonstrations in legal forms. Students and staff are free to express their opinions on world conflicts, including on campus. 

Universities and schools’ role does not include taking independent foreign policy positions. In order to fulfill their societal mission, educational institutions must be autonomous and uphold the broadest possible diversity of perspectives. 

At universities and schools, difficult questions should be open to discussion and the institutions should facilitate this. Students and staff are expected to adhere to democratic principles, seek dialogue, and respect that others may hold opinions different from their own. 

Expressions and demonstrations should be conducted with respect for all staff and students, and take into account the need for the continued functioning of universities and schools. We do not accept harassment of students or staff, or that their safety is put at risk.  

Knowledge is global and requires responsible international collaboration. Academic freedom comes with academic responsibility. Students and staff should have the autonomy to decide how and with whom they collaborate, within the applicable regulations. This also includes collaboration in regions affected by war or conflict.
